Abstract
This paper analyzes the factors of circulation of scientific and technical papers and suggests how to develop their circulation. There are discussed the objective views of values of the papers in order to clarify the relation between their circulation and the values from the viewpoints of their form of circulation and way of utilization. This introduces the theoretical equations to be used for evaluation of the practical or scientific value of papers.
