Abstract
Elements of formation about importance of technical literature, especially chemical patent specifications, are considerd some matters (for example, economic effect or social influence…). But, some of them, the matter being able to be treated from the documentary point of view, are considerd novelty or inventive step. However, it should be able to discuss some limited subject, if using substantially novelty or inventive step. So that, the formers is converted to concept of "difference for others with quantity, quality and degree", and this concept is examined by the documentary actual state under the patent institution. On result, it is concluded concept of "global information" meaning global assembly of effective technical information on this age. By this concept, it is able to consider unity of technical information and relationship of individually information (document) for global information.
