While it is well acknowledged that travel times are not totally deterministic, reliability is often not considered as the first priority in transportation network modeling and optimization effort. In empirical surveys, it has been shown that travel time uncertainty or reliability contributes an important component in travel choice behavior. This paper extends the scheduling model proposed by Small (1982) by introducing punctuality-dependent valuation to schedule earliness and lateness. By comparing the equilibrium results with and without explicit consideration of travel time uncertainty and punctuality-dependent travel choice, we can see substantial differences; ignoring these difference could lead to misguided network improvements or designs.
