In July 2021, Metro Manila's first cycling network was inaugurated in response to evolving transport needs due to the COVID-19 pandemic. For the continuous improvement of cycling infrastructure in the region, an evaluation methodology for the bike lanes was proposed based on the following criteria: population density, the average number of monthly cyclists, frequency of places of interest, presence of discontinuities, motor vehicle volume, the usability of bike lane based on cyclists’ evaluation and the number of incidents. Using GIS software, the data associated with each criterion was mapped and the weighted average of the criteria at each grid cell was summarized using the Analytical Hierarchy Process. The evaluation method resulted in the identification of 45 focus areas with a high weighted average. From these focus areas, the recommended infrastructure intervention such as bike lane installation, upgrade, improvement, or connection was identified using a designed decision-making process.
