Abstract

Waterways, deeply rooted in local wisdom, have long been central to transportation and economic development in East and Southeast Asia. However, rapid urbanization and industrialization have prioritized road and railway infrastructure, leading to multiple socio-economic and environmental challenges like traffic and congestion. This shift has marginalized waterway usage and neglected waterfront preservation. This study investigates how a synergistic approach to inland waterway transportation (IWT) and transit-oriented development (TOD) can enhance urban mobility and create a resilient transport sector in East Asia by integrating local wisdom technology. A case study on Guadalupe Ferry Station along the Pasig River in Metro Manila evaluates the effectiveness of the proposed framework. Findings reveal that the area has great potential as a starting point to optimize IWT in the Philippines and integrate it with land transportation. An integrated planning index stands as an effective tool in harnessing the environmental and economic benefits of IWT and the place-making capacity of TOD.
