Abstract
This study aimed to elucidate factors promoting citizens' activities for sustainable society in Lake Biwa basin based on the Mother Lake Goals (MLGs). A questionnaire survey was conducted for Shiga prefectural residents and analyzed by co-variance structure model. As a result, the applicability of environment-conscious behavior determinants model is low on MLGs activities. The new model suggests that risk perception about environmental problems in the lake basin affects the sense of responsibility for the problems, the sense influences willingness to act through the evaluation of benefits and costs for activities, and the level of social norms influences the actions.
