Abstract
The flood disasters caused by the localized severe rain have been increasing in the recent weather situation. The urban flood disasters that may be caused by the severe rain storm are disasters that are caused by the reason that the rainfall fell under the urban area may exceed the rainwater processing capacity and the processing facilities becomes impossible to drain water. With the localized severe rain disaster caused in Tokai area in 2000, each local government has taken some inundation measure such as maintenance of a rain water storage institution. But since there is a limit in the measure only in hard equipment, the general measure that also includes some measure of software side is required. Moreover, almost all the hazard map prepared and published by each local government is indicated only the flood area for each assumption rainfall. So, in this research, we tried to evaluate for effectiveness and importance of some information that will be sent to citizen at the time of a disaster by simulating and modeling the flood disaster prevention measure currently implemented in each local government.
