The toll charge determination problem of urban expressways can be formulated in the traffic assignment. In reality, it can be discussed in the mathematical algorithm in the user equilibrium traffic assignment problem with variable demand. On the other hand, fuzzy traffic assignment has been proposed to estimate the traffic demand on the urban road network with uncertain factors. In the study, it aims that the toll charge determination of urban expressways can be proposed with fuzzy surrounding factors. The numerical example is created to analyze theoretically the distance based toll system for urban expressway in current conditions. The calculation algorithm for fuzzy traffic assignment to describe the uncertain traffic flows on the network. Finally, the reasonable toll charge for urban expressways can be summarized from the discussion of the calculation results.
