Abstract
In order to reclaim the flood plains, we must solve the problems of riparian works, the drainage of wet lands and oxbow lakes, the digging of irrigation ditches, reclaimed paddy policies, and of capitals and working power.
The reclamation of the flood plains along the River Omono and Babame was carried out under the management of the Akita clan to solve these problems. This was promoted by the economic urgency of the clan.
These plains were reclaimed by the digging of the Niida-seki (1623-1695), Yotsukoya-seki (1801-1811), Tomura-seki (1604), and Masaki-seki (1615).
I consider it is one of the characteristics of the Akita clan, whose territory was one of the under-developed areas in Japan, that the works on this grand scale were put into practice in the former period of the Edo era.
