The transformation of the decentralization and the regional development policy in France

Abstract
In 1960s and 1970s, French regional development policy ("aménagement du territoire") was characterized by the industrial decentralization conducted by the French government. In 1981, Mitterrand government, promoted the political decentralization and the authority of regional development policy was transferred to "Region". In 1990s, the "pays" policy that put importance in the cohesion of regions came into existence. And in 2000s, "the pole of competitiveness" policy that emphasizes competitiveness was born.
This presentation examines the French regional development policy in transition, focusing on the "pays" policy and "the pole of competitiveness" policy.
