Abstract
This study examines the process of social capital formation by [Machizukuri Cafe] in Esashi-cho, Hokkaido through community meetings (CM) covering the field of health and summarizes future issues. [Machizukuri Cafe] contributes to forming social capital by empowering residents through workshops that discuss everyday community issues and that consider mutual aid solutions. CMs provide a place to reach consensus and dialog based on the residents’ feelings, and policy proposals to government are envisioned. However, at the [Machizukuri café], residents must independently develop mutual aid activities, which are not assumed within any policy proposal. In the future, it is expected that [Machizukuri Cafe] participants will develop the ability make government proposals while envisioning a mutual aid system.
