Abstract
Japan's inbound promotion is positioned not only in tourism-oriented country policy but also in regional revitalization policy. However, It is pointed out in the interlocking movement of these policy that there is a problem. In this research, In order to enable inbound promotion to contribute to both policies of tourism-oriented country and regional revitalization, we practiced making tourist town planning centered on the international cultural exchange program. Through trials of the International Cultural Exchange Program, we gained knowledge on community development and nucleus formulation by P2M, management of individual and overall gain, cross-cultural matching.Based on these knowledges, We will clarify the issues in constructing an inbound strategy and show an example of problem solving by P2M. In addition, we will consider the development of regional business that contributes to regional revitalization.
