Abstract
These days many organizations try to adopt autonomous organization mechanism (AOM) in order to obtain management flexibility and to improve decision-making process. This paper analyzes the effects that flat-organization as AOM and performance-measurement-system achieve on project management (PM) competence for organizations, based on the questionnaire to a certain public organization. This paper statistically shows that there are some effects on PM competence, and also shows that it is important to design relation management in AOM.
