The purpose of this study is to identify issues and make policy recommendations regarding the creation process of local entrepreneurial ecosystems, which are attracting increasing attention from both academic and practical perspectives. Specifically, the survey targeted Hokkaido and Sapporo City, which were selected as the promotion base cities in the Cabinet Office's “Strategies for creation of startup ecosystem to compete with the world top ecosystems”. Interviews were conducted with entrepreneurs, investors, and persons in charge of support organizations to identify issues in entrepreneurial ecosystems. The results were summarized using the 3S model of the P2M framework. In addition, from the perspective of six creative integration management, the study led to specific recommendations for the direction and operation of startup support programs that should be undertaken in local regions in the future.
