    The purpose of this study is to identify issues and make policy recommendations regarding the creation process of local entrepreneurial ecosystems, which are attracting increasing attention from both academic and practical perspectives. Specifically, the survey targeted Hokkaido and Sapporo City, which were selected as the promotion base cities in the Cabinet Office's “Strategies for creation of startup ecosystem to compete with the world top ecosystems”. Interviews were conducted with entrepreneurs, investors, and persons in charge of support organizations to identify issues in entrepreneurial ecosystems. The results were summarized using the 3S model of the P2M framework. In addition, from the perspective of six creative integration management, the study led to specific recommendations for the direction and operation of startup support programs that should be undertaken in local regions in the future.

    This paper explains the status of SDG initiatives in Globally Important Agricultural Heritage Systems (GIAHS) designated areas in Japan. Additionally, it categorizes the characteristics of regions certified as ”SDGs Future Cities” by the Cabinet Office in GIAHS sites. It highlights the case study of Osaki City, Miyagi Prefecture, outlining its planning process utilizing the theory and techniques of Project and Program Management (P2M), and conducts an analysis using the 2M theory and techniques regarding future developments, proposing improvements to validate the utility of P2M. Throughout this process, reflections were made on the prevalence of P2M theories and techniques such as logic models and platform management in national subsidy programs.

  • Resettling Asylum Seekers in Japan from a Perspective of Project and Program Management

    To provide a practical solution to the refugee problem, this paper considers how Japan can review its policies for accepting refugees, prioritize their resettlement on a humanitarian basis, and prepare them for employment in the future. In other words, we introduced the current status and problems of the Japanese government's refugee admission policy and attempted to examine the policy from a P2M perspective to solve the problems. The study also clarified the project's future direction from a broad viewpoint. It was also possible to look at the future direction from a broader perspective, and management using P2M proved effective.

    Disaster risk hinders economic development in developing countries. Flooding in particular is a dominant hazard that significantly affects the economy. Increasing ex-ante investment in DRR is essential to reverse the downward trend. Inter-agency collaboration is crucial for effective DRR practices. However, some governments may be hesitant to work with other stakeholders. This study aimed to understand the problem structures of inter-agency collaboration in ODA programmes, using the case of the ODA programme in the Philippines. This study identifies that the lack of inter-agency collaboration occurs in three different form types: (i)intra-work type; (ii)inter-work type (handover); and (iii)inter-work type (complementarity). Therefore, it is likely that the ODA programme for flood risk management will be managed in silos, leading to partial optimisation. To achieve success in project and programme management (P2M), it is imperative for the donors to analyse gaps derived from the different legislative frameworks and institutional cultures (profiling), redefine the mission of the programme (programme strategy), and ensure continued management of a platform that spans relevant projects (platform).

  • Case Study of Aya Town in Miyazaki Prefecture

    Various regional issues are emerging due to population decline, low birthrate and aging population, as well as stagnation of the regional economy. Therefore, there is a demand for regional management that enhances the attractiveness of the region by creating new regional values through the utilization of various regional resources, based on collaboration among diverse stakeholders. In this study, we analyzed the case of Aya Town, Miyazaki Prefecture, famous for its town development in harmony with nature, from the 3S model of P2M and creative integrated management. Aya Town had a strong leader with the ability to execute, and the community development program was implemented through the 3S model. In particular, we believe that this is an example of the effective functioning of a self-governing community center platform that enhances the autonomy of participating stakeholders. From this case study, we examine the management of building a program for community development using natural resources.

    This paper shows that in order for Mongolia to promote Inbound tourism business as a national policy, it is necessary to form a Program management method and a P2M platform. We propose the “ideal form” of Inbound tourism in Mongolia, which solves regional issues through inbound tourism, and realizes regional revitalization and sustainable regional development, as well as the initiatives and problem-solving plans necessary to get there. Specifically, we will analyze a case study of a startup company called “Hello, Huduu” (Hello, countryside!), which allows people to experience nomadic life, and propose the use of Logic model and regional revitalization platforms.

    The 2023 Gender Gap Index, Japan ranked 125th out of 146 countries, with a gender ratio of 0.148 (133rd) in management positions. Although women's activities are being promoted in Japan and the number of women leaving the workforce is decreasing, the ratio of women in management positions has only slightly increased. It has been pointed out that the main reason for this is the backward-looking attitude of women who do not want to take on responsibility. Compared by industry, the ratio of female managers in the IT industry is not as high as in other industries, despite the fact that there is relatively little difference in evaluation by gender, since there is almost no steep heavy workload and skills based on qualifications and experience are emphasized in the IT industry. Therefore, this study analyzed the causes of the low number of female managers in IT companies based on a fact-finding survey. As a result, we derived structural factors such as the fact that management positions appear to be disadvantageous in terms of both time and cost for women engaged in household chores and finances, and that they calculate the benefits of continuing to be promoted as managers versus getting overtime pay as non-managers. Furthermore, we proposed a management strategy to optimize the balance between work and household responsibilities in the company and to increase productivity and output.

    In recent years, the global adoption of electric vehicles has been growing rapidly toward the larger decarbonization goal. The United States has proposed that 50% of all light-duty vehicles sold in the next few years will be “zero-emission vehicles” (ZEVs). The United Kingdom has also set a goal of having all sales in its major markets be ZEVs by 2035. In China, many electric vehicles are being sold, but in Japan, electric vehicles are still not widely used. This study examines the strategies of Japanese electric vehicle manufacturers' strategies, focusing on Toyota Motor Corporation. We found that it is important to consider strategies from the perspective of project program management to respond to uncertainties such as legal and regulatory trends, changing user values, and social complexity.

    In recent years, environmental, social, and economic issues have become more serious, and sustainable development is needed to address them simultaneously. Social innovation is needed to achieve the Sustainable Development Goals (SDGs) adopted at the United Nations Summit in 2015, and transformation programs are key to achieving these goals. In the project and program management (P2M) approach, it is important to use backcasting rather than forecasting, in the conceptual planning phase (scheme model) of the transformation program to envision a “To-Be” image based on zero-based thinking. However, we cannot find the concrete method for creating the “To-Be” image based on a zero-based thinking. In this article, we will explore the “To-Be” business model that aims to drive social innovation. We'll use the Nepal's business model as a case study because it is the home country of the first and second authors. By applying a series of business analyses, we created a new business model concept that combines agribusiness and tourism through the application of ICT (Information and Communication Technologies). Through this study process, discussions are deepened, and we propose the following steps to create the To-Be business model based on zero-based thinking as follows: (1) expand the scope of study; (2) for the expanded scope of study, extract a group of issues by understanding the current situation and by forecasting; and (3) create solutions that can solve the group of issues simultaneously by connecting them in an integrated manner.

    In January 2020 when we started activities for the new year’s after we enjoyed New Year Parties, COVID-19was found on Diamond Princess in Yokohama in March, a succession of deaths of famous persons hit the news. Schools and NPOs were forced to restrict their activities. New programs have been proposed and taken root in to various organization. This research analyzes such examples and describes future paths.

    In engineering higher education institutions, PBL, in which students design and fabricate tasks that simulate industrial products, has been implemented in order to foster general-purpose and practical skills. On the other hand, with the advent of the VUCA era and the decrease in the number of 18-year-olds enrolling in all schools, demands for PBL have increased, and improvements are needed. In this study, we report on (1) a discussion of the overall picture of the subject group, (2) the learners' learning status, (3) an examination of good practices, and (4) suggestions for improving education, from the perspective of P2M (3S model and six types of knowledge), targeting a subject group in which students design and fabricate a mobile device in seminar units and demonstrate its performance after acquiring the required knowledge and skills.     In recent years, logic models have been used as a framework for promoting innovation in various fields such as policy proposals, policy evaluation, research and development, product development, corporate management, and organizational management. A logic model is a model of the process of logical thinking and reasoning, and is a tool for achieving output goals and producing outcomes. It was shown that there is a close relationship between Maslow's self-actualization theory and Maxwell Maltz’s psycho-cybernetics principles of human instinctive behavior and logic models. Furthermore, we proposed a P2M learning method LBL (Logic-model Based Learning) that links six P2M integrated management tools and external information retrieval management using generative AI on a logic model template. I showed you how to learn.

  • Effective Pre / Post Exercises for Integrated Practices

    New nurses must be able to take on multiple patients at the same time once employed, observe patient conditions and respond to patient complaints while determining priorities and resolving multiple issues. In the Japanese basic nursing education, however, the only practical training in which multiple patients are assigned is the integration practice in the highest grade. In many cases, the pre-training exercises (pre-supervision) and post-training review (post-supervision) for effective integrated practice are left to the discretion of each educational institution and each nursing faculty member in charge. To solve this problem, we developed, implemented, and evaluated a simulation method for pre- and post-instruction using the integrated management of P2M. In this paper, we will provide specific details of these activities and describe how the integrated management of P2M was useful in this case study.

    Remote conferencing systems have been widely used in online educational programs in recent years, but there are still problems with participants' interactions and communication. We have tried to integrate Metaverse, in which reactions can be visualized in a virtual space using avatars, with conventional remote conferencing through actual programs, and have built a system that can accommodate participants with equipment and skill problems. We tried to integrate remote conferencing and Metaverse, in which reactions can be visualized in a virtual space using avatars, through an actual educational program. We have built a system that can accommodate participants with equipment and skill problems, and have strengthened the information system infrastructure for P2M platform management. The role played by these information-based infrastructures in resolving issues will be discussed from a platform management perspective, and the use of the enhanced information-based infrastructures will be examined in preparation for the real (offline) post-Corona event.
