Abstract

In recent years, environmental, social, and economic issues have become more serious, and sustainable development is needed to address them simultaneously. Social innovation is needed to achieve the Sustainable Development Goals (SDGs) adopted at the United Nations Summit in 2015, and transformation programs are key to achieving these goals. In the project and program management (P2M) approach, it is important to use backcasting rather than forecasting, in the conceptual planning phase (scheme model) of the transformation program to envision a “To-Be” image based on zero-based thinking. However, we cannot find the concrete method for creating the “To-Be” image based on a zero-based thinking. In this article, we will explore the “To-Be” business model that aims to drive social innovation. We'll use the Nepal's business model as a case study because it is the home country of the first and second authors. By applying a series of business analyses, we created a new business model concept that combines agribusiness and tourism through the application of ICT (Information and Communication Technologies). Through this study process, discussions are deepened, and we propose the following steps to create the To-Be business model based on zero-based thinking as follows: (1) expand the scope of study; (2) for the expanded scope of study, extract a group of issues by understanding the current situation and by forecasting; and (3) create solutions that can solve the group of issues simultaneously by connecting them in an integrated manner.
