Abstract

Putin administration established the structure to promote the industrial development in the Far East region left behind the economic development in order to co-opt economic power from the East Asia and the Pacific region as well as China and eventually to raise the Russian entire economy. Taking the opportunity to open APEC Summit in Vladivostok in 2012, the government constructed the large-scale infrastructure including SKV gas pipeline and established Ministry for Development of Russian Far East in May, 2012 to sustain the social and economic development of the Far East such as Primorye territory, which legislated "Priority Development Area" - an advanced "SEZ" and "Free Port of Vladivostok". The government also admitted to construct an "Integrated Resort" with casino in Vladivostok city and Artyom city. They are a series of policies to promote a non-resource industry in the Far East region. However, there are successful examples such as agricultural and food industry in Irkutsk state of East Siberia, which were steadily developing with the support of mineral resource and energy industries under the market economy even after the collapse of Soviet Union and becoming a leading company in the region. This regional strategy deserves the attention of Japan as well as Akita.
