With developments in deregulation of power industry and the connection of dispersed power system，Voltage and Reactive Power Control (VQC) is expected to become more important for high-performance power system. In this paper，we propose the new technique of VQC for time lag of voltage control device by comparing the Meta-heuristics techniques，PSO，TS，and GA.
