The state of the art of electronic journals in Japan is reviewed. The draft recommendation by the ICSU/UNESCO Conference on ‘Electronic Publishing in Science’ 1996 and discussions at the STM Seminar on ‘The Publication of STM Research on International Networks: Questions of Ownership’ 1996 are presented to examine the anticipated role of the commercial journal publisher. The initiatives taken by Blackwell Science Ltd. to cope with the challenge of electronic libraries identified as the site licenses are explained, while revealing the thinness of Japanese publishers on the issue.
