Abstract
It is very important to reduce the number of bits for motion vectors(MV) in the MPEG for higher picture quality and also to reduce their search steps for its easy implementation. In this paper, the meaningless components of MVs, which have been thought to be suppressed, are utilized positively for the same purpose mentioned above, through the use of the same type of penalty functions. Computer simulation shows much improved characteristics.
