Abstract
As the network configuration which can be applied for the commercial video transmission service, video over IP is the most effective solution in the sense of required network cost. To realize the IP base video transmission, so called IP codec is newly required, and the intelligent transmission control is desired for accommodating to the QoS fluctuation which is inherent problem of IP networks. From this perspective, this paper describes the development of IP codec which satisfies those requirements by the hybrid use of JPEG2000 coding technology and adaptive transmission control.
