The reference SVC encoder searches all the prediction modes to selece the best mode for each macroblock. This achieves the high coding efficiency, but needs large encoding time. We propose a fast prediction mode decision technique for SVC encoders. Our technique selects the best mode based on the similarity of coding information between layers. Experiments shows that it reduces encoding time with negligible coding loss.
