Abstract
Digital terrestrial TV broadcasting services will start on the year 2003 in Japan. In these services, the available bit-rate for the secondary distribution of the typical HDTV services may be limited at 11 to ISMbps, thus the sufficient picture quality cannot be achieved for any video sequences with high complexity when the conventional MPEG-2 based encoding scheme is applied. In this paper, an optimal quantization control which applies a visual weighting factor evaluation for each macroblock is proposed in order to improve picture quality improvement at a quite low bit-rate. In addition, it was confirmed that the calculation of a visual weighting factor assigned for each macroblock can be conducted precisely by taking the result of the video object pre-analysis and the macroblock texture type into account.
