Abstract
We have proposed the method to produce the sequences with special video effects. The special effects are made so that the regions except for the main portion of images are blurred while the resolution of the main portion is unchanged. This method has such a shortcoming that the resolution fluctuations of these areas can make the viewers feel uncomfortable when the motion differences between the main portion and background area vary. This paper describes "Blur Index" to control the resolution of background areas and the method to reduce the resolution fluctuations by means of "Blur Index".
