抄録

This paper proposes an efficient H.264 bit rate converting method aiming to reduce the file size where the reconstructed video quality is improved as compared to the existing methods. This is achieved by optimizing the re-quantization parameters based on the original quantization parameters and macroblock bit amounts estimated from the input bitstream.
