Abstract
Dialogic Space and decisionmaking are two key factors to the planning of public facility. As citizen's participation is becoming popular in this field recently, new ways of organizations and decisionmaking are of great importance. The paper provides the following insights through a case study: 1) We must combine the Dialogic Space and Physical Space together. 2) Citizens usually lack the ability to balance conflicts to build consensus by themselves, which constitutes a big barrier to their further involvement. 3) In order to enhance the efficacy of citizen's participation in decisionmaking, it is necessary to provide a full accountability especially to the decisionmaking under ambiguity, a clear picture of orgallizational power relationship, and responsibility as well.
