Abstract
The economy of Utashinai city declined and its population decreased because of the closure of coal mines which used to be the main industry of the city. This paper studies and analyzes the effect of the economic decline on the events in the city.
At the crises of the city economy, events were revitalized or newly planned by the citizen with support of the city office. However, many events were discontinued at the abolition of subsidies from the city owing to its financial problem. For the continuation of the events, the originality of the events, the recognition by the citizen and the existence of the strong implementation body for the promotion of the events are necessary.
