Abstract
Osaka Prefecture's cultural endeavors have a long and fruitful history going back to right after World War II, and one of them is the Osaka Prefecture Civic Theatre Project. This project was rooted in the concept led by Germany's Volksbühne (literally, the People's Theatre) in order to provide the people of the prefecture with opportunities to readily enjoy the arts. Moreover, in the 70s and 80s, the recommendations regarding the philosophy of cultural policies were made by two study groups established by the prefecture. These recommendations provide a valuable suggestion for the relationship between urban/economic revitalization and cultural development within the government's modern policies on culture.
