Abstract

In recent years, in Japanese communities, the number of local governments which try solution by collaborating with citizens is increasing, to solve the problems of environmental beautification such as the toss of empty cans, cigarette end, and graffiti which threaten the healthy and safe lives of citizens.
It is meaningful to clarify the relationship between citizen and administration in coproduction projects in the United States where the citizens are greatly related when a public problem of the regional society is solved with the administration, and to make a comparative study with an example of Japan. For this reason, this paper conducted a questionnaire and interview investigation to the citizens who participated in the program of removing illegal advertisements and cleaning graffiti carried out by city of Phoenix, the United States.
As a result of analysis, as for the co-production projects in American communities, the collaboration is performed by organized civic leadership groups and administration. When the program which administration prepared fits the aims of the civic leadership groups, the collaboration happens. It is understood that citizens have not necessarily collaborated just because it is said by administration.
