  • (A case study of a community in Central Districts of Kyoto City)

    The Condominium stock keeps increasing by centering on the central area of Japan. Two risks exist in a regional community. One is a risk of making of the region a slum. Another is a risk of making of the Condominium a slum. If the Condominium resident can participate in the management of a regional community, this problem is solved. As a result, the reproduction of a regional community advances. Moreover, when the exchange in the region advances, the community in the Condominium is formed. If this virtuous circle is achieved, the risk of both is evaded. In this research, it reports on a community in Central Districts of Kyoto City and it reports on the case. And, the problem in the regional community management is pointed out.

  • — A Case Study of “South Ikuno District Project” in Osaka City —

    This paper studies the relationship between the residence groups and the policy switch of the municipality in a case study of “South Ikuno District Project” in Osaka City.
    This district has a variety of problems in terms of disaster prevention and residential environment. The examples are narrow alleys, insufficient parks and open spaces, and the mix of residences, business and industries in the same area. In addition, lowquality wooden apartments and old tenement houses built before the Second World War are crowded together.
    The city of Osaka designates this district as a leading model for urban redevelopment and aims to improve the overall disaster prevention capability of the area by ensuring adequate public facilities and promoting the building of fireproof structures.
    The design calls for a variety of measures to be combined under the Comprehensive Improvement Project for Urban Housing Districts and the Blighted Residential Area Renewal Project. Discussions have been held with residence groups regarding concrete projects.
    However, the process of the collaboration between the administration and residence groups was not smooth because many local residents have complex interests in each project.
    The study clarifies empirically the relationship between residence groups and the policy switch of a municipality in the Urban Development based on the actual conditions that residence groups have accomplished.
    This empirical study about this case identified two points; the existence of residence groups is not negative, but developable fluidly according to the activity of inhabitants, and the administrations recognize the necessity of the flexible management of the residents and switch from a traditional policy to a new one.
    This study shows that the residence groups in the district created the unprecedented results after a process of trial and error. Furthermore, it clarified that the residence groups became the main constituent of Community-Based Management, which is different from the advanced cases in other districts.

  • —A case study of neighborhood autonomy council of Tamba city —

    Frequency range of the new organization is the concern of the residents involved in consensus building. The neighborhood autonomy council was formed and modeled area school district in Tamba city. Tamba city, Why is not the paradigm of the premerger area, why did you choose a range of area school district. Up to that point, I have to uncover the reason, self-governing committee confirmed the paradigm of the autonomous area of Tamba city. I consider the position of regional neighborhood autonomy council in Kaibara. One is enforcement organization, the other is consensus and enforcement organization. Until now, the consensus of inhabitants was the selfgoverning committee in Kaibara. Here are a range of inconsistencies occurring consensus range of institutions. This study, the frequency range is represented on the policy and community residents, it is important to consider.

  • —The Case of Graffiti Busters and Sign Abatement Programs in the City of Phoenix—

    In recent years, in Japanese communities, the number of local governments which try solution by collaborating with citizens is increasing, to solve the problems of environmental beautification such as the toss of empty cans, cigarette end, and graffiti which threaten the healthy and safe lives of citizens.
    It is meaningful to clarify the relationship between citizen and administration in coproduction projects in the United States where the citizens are greatly related when a public problem of the regional society is solved with the administration, and to make a comparative study with an example of Japan. For this reason, this paper conducted a questionnaire and interview investigation to the citizens who participated in the program of removing illegal advertisements and cleaning graffiti carried out by city of Phoenix, the United States.
    As a result of analysis, as for the co-production projects in American communities, the collaboration is performed by organized civic leadership groups and administration. When the program which administration prepared fits the aims of the civic leadership groups, the collaboration happens. It is understood that citizens have not necessarily collaborated just because it is said by administration.
