Abstract
The Transport Basic Bill was approved in the cabinet meeting on March 8, 2011. Government should have submitted the bill to the 177th Congress if the East Japan Earthquake didn't occur. Will the Transport Basic Act be successful in assuring human right to transport? Will it be useful to resolute many transport problems especially in transport poor area and transport poor people? This article approaches that question through studying the bill and some reports published by Ministry of Land, Infrastructure, Transport and Tourism.
