    The aim of this paper is to bring out utility and generality of governance concept through the following studies. First, to consider the discussion over conflict and cooperation between forerunner organizations. Second, to extract connotation such as conflict and process from governance concept and to examine diversified and multilayered governance. Third, to study a case of the process from conflict to association creation. Voluntary associations as forerunner organizations are classified variously, namely, whether recognized or nonrecognized, expressive or instrumental, etc. It is important to consider what is succeeded to through the process from association creation to unity. Conflict is not only omnipresent to the society but also significant in the society. The approval of conflict process between forerunner organizations will improve utility and generality of governance.
