Abstract
Advisory bodies such as councils, which are established as affiliated bodies of local governments, are expected to act autonomously in the utilization of non-governmental expertise, the coordination of opinions, the participation of residents, and the response to new policy issues. On the other hand, it has also been criticized for being a cover-up for the government. With the enactment and revision of the Basic Law for the Promotion of Culture and the Arts, the establishment of councils related to local government cultural policy is progressing. Member composition and meetings of councils, etc., placed in prefectures, ordinance-designated cities, and core cities. Based on the status of meetings and the actual state of deliberations, while active discussions are held by the committee members, it is possible to control the selection of committee members and the handling of deliberation results, etc., and the independence of the municipality is weak. In order to secure expertise in cultural policy and realize the formulation and evaluation of policies in local governments while facing such problems, the active involvement of councils and the like is essential. Expectations are high, and collaboration with local arts councils should also be considered.
