Abstract
Since participation of people with disabilities in cultural life was stipulated in Article 30 of the United Nations Convention on the Rights of Persons with Disabilities (CRPD), interest in the cultural rights of people with disabilities in this community has increased. Therefore, this study conducted a literature review with the aim of clarifying the outcomes and issues of expressive and creative activities undertaken at welfare service offices for people with disabilities. Forty-three references were selected from across disciplines and analyzed qualitatively with the aid of program evaluation theory. As a result, 14 categories of outcomes and 8 categories of issues were generated. In sum, the outcomes were characterized as “multifaceted” and “interactive processes” involving family members, supporters, and the community and society, rather than as one-dimensional outcomes of individual people with disabilities alone. As a future research topic, empirical researches should be continuously conducted using the program evaluation theory to identify the details of specific process, program’s activities, and organizational structures that better contribute to generating such multifaceted outcomes.
