Abstract
In this paper, we report on the achievements and challenges of the Ge-NIS program implementation at the University of Tsukuba (2014-2018) from the perspective of multilingual education. The purpose of this program was to develop global human resourses with multilinguistic and practical skills who would be able to autonomously move between Japan, NIS and Baltic Countries and work in various fields. During the project, students who had participated in the Ge-NIS program activities, including a one-year exchange program, were able to improve the following three competencies: (1) Comprehensive language skills of Russian, English, Kazakh, Uzbek, Kyrgyz, etc., as well as Japanese as foreign languages; (2) Comprehensive practical ability, including planning, organization, management and coordination; (3) Metacognitive ability that is taking an objective views of Japan/home country and oneself. In addition, the challenges encountered during the project implementation suggest that measures should be taken to: (1) enhance national languages education other than Russian and English as part of pre-travel training for Japanese students; (2) support transition to a self-financing program; and (3) establish evaluation methods for competences required for multilingual human resources.
