ABSTRACT : We investigated regional issues using the Analytic Hierarchy Process method, and compared resident consciousness of regional promotion between RISHIRI (Rishiri-town and Rishirifuji-town) and REBUN (Rebun-town) islands, Hokkaido, Japan. In past studies, regional problems have been similar on these islands, so, we set a hierarchy figure with three levels of problem classifications and a substitute plan. Based on this figure, we made a pair comparison list and carried out a survey using a questionnaire. We determined that “local industry promotion” and “reliable life promotion” were common on both islands, but they differed in their relative importance. “Local industry promotion” was more important at Rishiri-town and Rishirifuji-town, but, “reliable life promotion” was more important at Rebun-town. The islands zone are located only 20km apart, and thus are considered to share similar culture, so it is guessed that the geographical and historical characteristics of each town caused the difference of the priority for the regional promotion.
We guess that when drafting and performing a regional promotion plan, it is necessary to grasp a historical, geographic and economic background as well as resident consciousness. It is an important to find and grasp “the strengths of each area”.
