Human resource development of Japanese companies is positioned as a secondary function of the Human Resources Department of small and medium enterprises, sometimes the General Affairs Department, and accumulation of know-how has not been done. However, since 2000, Instructional Design recognized as e-Learning plays a role for human resource development of companies, especially for education. In this paper, we will consider how to use Instructional Design model for planning, designing, and OJT of OFF-JT in human resource development in the company.
