This study shows that the framework of regional partnerships for promoting cycling tourism (CT) around the Shimanami Kaido consists of three organizations and their related functions. First, the organization of regional partnerships that promote CT around the Shimanami Kaido is centered on Imabari City and Ehime Prefecture, in partnership with Kamijima Town and Onomichi City, and functions analogously to a basic “operating system” for CT promotion. Second, the non-profit organization Cyclo Tourisme Shimanami acts as a developer of “applications” that promote CT. Third, Shimanami Japan ― like its predecessor, the Shimanami Council ― provides indirect support, acting as a kind of “peripheral device. ” To promote CT, the key is that the basic “operating system, ” “applications” development, and “peripheral device” work together in harmony. These organizations and their functions can also be extended to and applied in other areas that also aim to promote regional CT activities. The results of this study will thus contribute to future research on both CT and regional development.
