Abstract
The objective of this research is to clarify issues to further promote inbound tourism as encouraged by the Japanese government (Abe administration) and to propose policy recommendations. It focuses on onboard casino regulations, revision of which is considered necessary by foreign cruise ship companies in particular. First of all, this research grasps the current state of cruise ship promotion and considers the related issues. Next, based on information from foreign cruise ship companies, the research organizes and analyzes issues surrounding onboard casinos in Japan. Finally, based on cases of overseas deregulation, the research proposes how regulations on onboard casinos on cruise ships could be relaxed under the Japanese legal system.
