Abstract
Universal tourism, tourism designed for all people regardless of their age, size, ability or disability, is a tour aimed for all to participate and experience. The purpose of this paper is to explain the following thing: In order to promote universal tourism, travel agencies themselves need changing their way of thinking and practice. This paper also aims to solve the anxiety that travel agencies worry about. Handling universal tourism by each travel agency will contribute to an elevated level of welfare in Japan and bring the realization of a universally accepting society.
