Reconsideration of the concept of the people with special needs to disaster : An approach to "people with special needs to disaster" from "vulnerable people to disaster"

Abstract
The purpose of this study is clarifying the most vulnerable people to disaster and attempts to classify people with special needs to disaster. There are existent various people who are regarded as having disabilities in the community. However, there are not clarifying the concept and the classification about people with special needs to disaster. According to the present studies and social welfare studies the vulnerable people to disaster are classified into three types : (1) People with disabilities for evacuation, (2) The person that refuge is impossible by oneself, (3) People who are financially embarrassed. It needs a detailed classification in order to devise a preparedness of people with special needs to disaster. Therefore this study attempts to classify people with special needs to disaster according to time periods. There are two chief causes for people with special needs to disaster. One is that these people are vulnerable to a social structure and the other is the disabilities of people. The classification of this study insists on a flexible preparedness for people with special needs to disaster.
