Vietnam recorded the highest economic growth among ASEAN countries in 1998. That is, Vietnam has not been affected as much by the Asian economic crisis which started in 1997. However, foreign direct investment (FDI) decreased dramatically in 1998 and 1999, although the situation surrounding FDI as well as infrastructure have improved recently step by step. Under such economic circumstances, Japanese companies have been successful mainly in the labor intensive and export oriented processing industries. Moreover, each Japanese company has formulated an original human resource development and management strategy. This paper will discuss the present conditions and future prospects of personnel or human resource management by Japanese companies in Vietnam. Firstly, the characteristics and personalities of Japanese managers as top management will be indicated. Secondly, the development of Vietnamese middle management will be discussed through several cases. Thirdly, a labor management system for Vietnamese workers or operators will be considered. Fourthly, the possibility of an original business management system in Vietnam will be discussed, and this paper will be summarized.
