Abstract
Advanced countries have tried to develop novel approaches to innovation policies in order to address issues including technical change and globalization, among which "public procurement of innovation" (PPI) policy, actively pursued in Nordic countries, is a typical example. It is in this context that this paper examines the institutional and organizational contexts under which PPI policy is implemented. In particular, by analyzing the complementary functions of organizations that help public procurement of environment-friendly, innovative goods and services in Finland, this paper shows that there are thick layers of organizations as “catalyzers” of innovative procurement. Furthermore, we can also observe that, based on the data obtained from LinkedIn, the active flow of personnel between different sectors. These evidences suggest that corporatism and high mobility of people, among the key features of the Nordic model, can effectively promote the implementation of novel approaches to innovation policy.
