Abstract
By analyzing judicial precedents on natural disasters and the duty of care for safety, we will extract perspectives on whether an organization can protect the lives of its members, facility users, and other stakeholders and customers after a disaster from the threat of the disaster as it continues to unfold. In addition, we advocate the implementation of human resource training to teach staff how to rebuild their lives in order to ensure that the organization can continue its activities and business after a disaster, and that the organization’s members and staff can carry out their business while taking care of their health and ensuring the continuation of their business.
