Abstract
Among working time regulations in the Labor Standards Act, maximum working hours limits and minimum rest time requirements are the provisions that effectively contribute to worker health protection. Regulations addressing both working time and rest periods are most effective for health protection. This paper proposes revision to rest day regulation and introducing minimum rest period between shifts regulation as approaches strengthen minimum rest time requirements. Regarding the “right to disconnect”, approaches from work-life balance and workplace harassment perspectives should be considered. Workplace-level initiatives are particularly important in this context.
