Abstract

These days many enterprises tend to employ handicapped persons. But the number of handicapped persons employed by enterprises is less than 10%. Most of them are unemployed and welfare recipients. These days the number of handicapped persons over 65 years old tends to increase. And I suppose that this trend doesn't change. Therefore I suppose handicapped persons start their enterprises to create their own jobs. I suppose to introduce “Living and Welfare Fund Loan Programs”, which it is the only microfinance in Japan, as the way of fundraising, and discuss the problem in that case.
