The city of Utsunomiya formulated the Utsunomiya City Comprehensive Local Strategies in fiscal
year 2022. This article introduces the integration of the Vision for a Digital Garden City Nation initiative
into local government planning and the methods for formulating and promoting highly effective plans,
based on the example of Utsunomiya’s results.
