Approaches to Promoting Regional Industry through Offshore Wind Power Generation: Pathways for Regional Firms’ Participation in Offshore Wind–Related Industries

Abstract

Twelve sea areas have been designated over the past several years to promote the development of offshore wind power projects in Japan. However, the business environment for offshore wind has deteriorated, and the sector has faced headwinds, including the withdrawal of project developers. Nevertheless, offshore wind power remains an indispensable energy source in Japan’s energy policy, and the government has indicated its intention to foster the growth of offshore wind–related industries.

The participation of regional companies constitutes a key issue in the industrial policy for offshore wind power. This article assesses the various activities within the offshore wind supply chain and identifies the types of regional businesses that have the potential to participate. Drawing on both domestic and international case studies, it summarizes the challenges faced by regional industries in entering offshore wind–related sectors and offers recommendations on the initiatives that should be pursued by both regional companies and public authorities.
