Abstract
There are different ways to get involved with offshore wind power, and several conditions must be
met to successfully expand the market. To support the growth of the new industry of offshore wind
power now and at every stage, a highly strategic center that can provide all the services required
in one place is essential. Convinced that this ideal location is the waterfront and its ports, the City
of Kitakyushu launched the “Green Energy Port HIBIKI” project in 2011, which sought to create a
comprehensive hub using a unique approach. Sixteen years later, strategic collaboration with other
ports appears to be an essential strategy for this hub. Offshore wind power in Japan is still in its
infancy, but consideration of the organization of ports and the development of a supply chain centered
on the hub, it seems likely that offshore wind power in Japan can develop into a highly competitive,
independent industry.
