In recent year, domestic drilling activities of Japan Petroleum Exploration (JAPEX) are rapidly increasing. To execute such demand, SK engineering (SKE), which is subsidiary company of JAPEX, improved and increased their drilling crew for three (3) rigs operation by 2nd quarter in fiscal year 2007.
Additionally, the feasibility study of introduction of the foreign drilling crew was started from 2006. It was the legal reconfirmation of introduction of the foreign drilling crew at domestic operation site. And also, various action items were extracted and made action plans to achieve the safe operation and the operational objectives under the Mine Safety Law and JAPEX safety rules, as it was first trial for JAPEX to dispatch the foreign drilling crew at domestic operation site.
After this study and its confirmation, it was decided to dispatch the Filipino drilling crew for three (3) wells workover Operation in JAPEX Offshore (JPO) IWAFUNE-Oki platform. The Operation was conducted from June through August of 2007.
This paper outlines preparation work for introduction of foreign drilling crew, implementation structure for workover operation and safety management during operation etc.
